Success depends on the level of understanding that participants have of how students learn and what good teaching looks like.  A school or district needs to develop a common belief systems based upon the best of what is known about how people learn.

Parents
Parents need to be informed about and involved in a reform process, and their support for the process, as it continues, is essential.

Resources
Programs will incur costs for such matters as teacher and administrator time, technology, materials and supplies are needed; facilities, fees for external services, equipment rental, and printing and duplicating.
